Mutou sighs heavily as he leans back in his chair, staring out his open office door at the empty desk just outside. With a shake of his head, he leans forward again and finishes his memo to the guards:

Effective immediately: Inmates are allowed to room with whoever they want. Public displays of affection are still not allowed, but what is done in their cells is their business. Any questions, comments or concerns can be addressed to me.
