Ryo was doing his job at the moment, which sadly entailed a small amount of basically patrolling, and making sure people weren't out and causing troubles.  As he went past various places he made sure that people were doing their jobs, which is how he passed Blue who was busy with his own stuff.

Ryo only glanced at him, and not seeing anything wrong, continued on his way.
